TRUMP’S 20 PEACE-BUSINESS PROPOSALS FOR GAZA

By, Muhammad Ma’ruf

GTI-On October 7, 2023, Hamas attacked and successfully breached Israel's prison-colony fortress. For two years and three days, Israel retaliated by committing genocide against 2.5 million innocent Gazans. A total of 71,000 were killed, 171,000 were injured, and 440, including 150 children, starved to death. Observers even estimate that as many as 500,000 Gazans were killed, including those still in the ruins.

On October 10, 2025, Hamas and Israel agreed to a ceasefire, mediated by Qatar, the United States, and Turkey. Israel was obliged to open its borders and allow unrestricted humanitarian aid, including food and fuel, to enter.

Previously, Trump offered a 20-point peace proposal. This was preceded by an attempt to seek legitimacy by inviting several countries to the UN Security Council consultation room on September 23, 2025, in Egypt on October 13, 2025. Trump also attended the ASEAN Summit on October 26, 2025, in Malaysia to garner support.

Trump's proposal was signed by the UN Security Council, formalized in the "Security Council Resolution on President Donald J. Trump's Comprehensive Plan to End the Gaza Conflict [S/RES/2803 (2025)]." Russia and China abstained, not vetoing, because they did not want to be seen as obstructing the ceasefire and the peace proposal. Both Russia and China criticized Trump's peace proposal as being incomplete, as it lacked a time limit for the "Board of Peace" and the International Stabilization Force (ISF), which aimed to promote a two-state solution and Palestinian independence.

We will prove that some of Trump's peace proposals are actually for Trump's business interests:

1. Gaza will be a deradicalized terror-free zone that does not pose a threat to its neighbors.

This proposal is an attempt to forget (wash their hands) the two-year genocide perpetrated by Israel and the United States against the people of Gaza, while simultaneously delegitimizing Hamas as a legitimate armed group (right of resistance) under international law. The threats against this neighbor are actually carried out by Israel and the United States, along with their proxies, Julani Erdogan, through the invasion and regime change operation in Syria. Israel has occupied the Syrian Golan Heights. It has threatened Egyptian sovereignty by blockading Gaza, land, sea, and air, since 2005. It has threatened Qatari sovereignty, as Israel launched a military attack on Doha on September 9, 2025.

2. Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough.

Gaza will be redeveloped not for the people of Gaza, but for the business interests of Trump and his oligarchs. Steve Witkoff and Jared Kushner will create a resort and "High-Tech Metropolis," with $112 billion in investment, 80% of which will come from investors from Qatar, the EUA, Egypt, and Turkey. Twenty percent will come from the Trump family's business pockets. Rafah will become an administrative center, housing 500,000 residents. Meanwhile, the people of Gaza, the West Bank, and East Jerusalem need an independent Palestinian state before foreign economic investment can enter.

3. If both sides agree to this proposal, the war will end immediately. Israeli forces will withdraw to the agreed-upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for a complete staged withdrawal.

After the ceasefire, the genocide continues, and Israeli security posts are increasing. Evidence from the latest satellite imagery (Forensic Architecture) shows that Israel is strengthening its occupation by establishing 13 new Israeli military posts, built since October 10, 2025. A total of 48 posts are currently operating east of the so-called "yellow line." According to the Palestinian Ministry of Health, since the ceasefire of October 10, 2025, Israel has killed 406 and injured 1,118 Palestinians.

6. Once all hostages are returned, Hamas members who commit to peaceful coexistence and to decommission their weapons will be granted amnesty. Hamas members who wish to leave Gaza will be provided safe passage to receiving countries.

This point is Israel's inducement to disarm Hamas's freedom fighters, allowing Israel to freely occupy Gaza. Israel failed to disarm and defeat Hamas militarily, but succeeded in genociding the Gazan population for two years to appear superior and victorious on the battlefield.

7. Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with those included in the January 19, 2025, humanitarian aid agreement, including infrastructure rehabilitation (water, electricity, sewage), hospitals and bakeries, and the provision of necessary equipment to remove rubble and open roads.

In reality, Israel has allowed only a small amount of aid to enter. In violation of the agreement, most borders remain closed, and only a few supplies are allowed into a territory devastated by nearly two years of relentless war and genocide.

9. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people of Gaza. This committee will be composed of qualified Palestinian and international experts, with oversight and supervision by a new international transitional body, the "Board of Peace," which will be headed and chaired by President Donald J. Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump's 2020 peace plan and the Saudi-French proposal, and can securely and effectively regain control of Gaza. This body will adhere to the best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment.

A "technocratic and apolitical" government is only relevant once an independent Palestinian state is established. This proposal actually aims to diminish the aspirations of Gazans for an independent state and is also an attempt to eliminate the right to resist from legitimate Palestinian freedom fighters. The legitimate interim government in Gaza is Hamas, having de jure won the January 25, 2006, elections, winning 76 seats, while Fatah won 43 of the 132 seats in parliament. It has de facto military power to govern Gaza.

10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups and will be considered to synthesize the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for Gaza's future.

Trump has no right to develop Gaza, as he is a perpetrator of genocide. He is a citizen and president of the United States, thousands of kilometers from Gaza. He has no right to force Gaza to become a city, potentially connected to the modern city of Neom City, a Saudi Arabian project.

According to Dr. Mohammad Yaghi, a researcher at Germany's Konrad Adenauer Stiftung, argues that Saudi Arabia's Vision 2030 and NEOM project, particularly in biotechnology, cybersecurity, and manufacturing, require coordination and peace (normalization) with Israel due to its geographical location northwest of Saudi Arabia.

13. Hamas and other factions agree not to have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed-upon decommissioning process, and supported by an internationally funded buyback and reintegration program, all verified by independent monitors. New Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbors.

This point constitutes an attempt to destroy Hamas' political rights and the right to resist with weapons. Hamas is the official Palestinian party, has the legitimacy of the Palestinian people, won the 2006 elections, and thus has the right to govern and possess weapons before and after Palestinian independence. The United States and Israel failed to destroy Hamas's tunnels, and they hope the International Stabilization Force (ISF) can do so.

15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza and will consult with Jordan and Egypt, which have extensive experience in this field. This force will be a long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. This is critical to preventing munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalize Gaza. A deconfliction mechanism will be agreed upon by the parties.

The proposed formation of an International Stabilization Force (ISF) in cooperation with the IDF and the USA will consist of IDF troops, with additional controlled troops from Jordan and Egypt. Even if Turkey and Indonesia participate, it will remain under Israeli control. And even if the International Stabilization Force (ISF) is already in Gaza, it will be used by the IDF and the USA to disarm and eliminate Hamas.

19. While Gaza's redevelopment progresses and the PA reform program is faithfully implemented, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.

20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.

Points 19 and 20 represent false hopes. When Gaza's construction, connected by the Neom City project and the Ben Gorion Port that cuts through northern Gaza, is completed, the Palestinian people are expected to be neutralized, adapt to the "high-tech metropolis" project, and enjoy resorts. The dreams and political rights of Gazans and Palestinians will be buried. This is the final phase of the erasure of Palestine, along with the expansion of Greater Israel.

So, it can be concluded that Trump's 20 proposed projects are a tool to eliminate and disarm Hamas and bury the legitimate aspirations of Palestinians for their own state. This is done through the development of Trump and his oligarchy's business projects funded by Saudi Arabia, the United Arab Emirates (UAE), Turkey, and Qatar.

Egypt and Jordan are Israel's partners on the ground because they share direct borders with Israel. Turkey-Julani participating in crippling the Assad-led resistance group, supplying weapons to Hamas and Hezbollah. Meanwhile, Indonesia will be used as a diplomatic cosmetics and to disarm Hamas.

The facts show that from 1948 to 2025, the United States acted as a peacemaker, resulting in a 95% expansion of Palestinian territory for Israel. How can the perpetrators of genocide, Israel and the United States, acknowledged by Trump, be the peacemakers and arbiters? The remaining 5% of Palestinian land is the target for the final phase of the Palestinian occupation, with further expansion to neighboring countries. Trump has claimed the Syrian Golan Heights as Israel's. Lebanon is the next target.

The USA is waging wars in Latin America, Asia, Africa, adan Europe, (Veneuzela, Sudan, Ukraine, Taiwan, Cambodia vs Thailand) etc. designed to bury the case of genocide and the implementation of Greater Israel.

Short and concise, Trump's 20 proposals have nothing to do with the establishment of an independent Palestinian state, but are connected and part of the project of expanding Israel's occupation as widely as possible.
